If there is a good connection the taser completely locks up your body and you really can't move. The guys who get tased again are the ones who keep thrashing around and not listening to commands to stop.

Contradicts your first one.
You can't say, "hey, it locks you up" as some sort of explanation for why my point isn't valid and then in the next breath say, "they keep thrashing around".
Yeah. Sometimes it locks you up.
Sometimes, people react to the pain. And, often, when they do, they get tased again.
Hence.........what the frick are you arguing about. You just admitted that people CAN move in reaction to being tased.
