To answer both your questions, you have to be a member of a CMP Affiliated Club or Program. The easiest and cheapest one around here is the Louisiana Shooting Association for $15/year.

Then you have to submit the paperwork for the 1911 sometime between Sept 4 and Oct 4 and then all entries will be randomized and perspective buyers contacted in the randomized order.
