When you are making comparisons like this you have to use per capita numbers, not total numbers

Cali population: 39,540,000
Louisiana pop: 4,684,000
So Cali has 9.75x the population of Louisiana, but 30.82x the blue ribbon schools
So roughly 3.5 times more per capita
