I live in Virginia and bought a truck from my aunt in Louisiana in Nov. 2016. I flew down paid her and got all the above paperwork and then drove it back up here. Well, didnt register it in Virginia until May 2017(I paid my registration and the sales tax at this time). A couple of months back I get a bill from the Virginia DMV for $237. It was a personal properties tax bill from Nov. 2016 to May 2017 for time it wasnt registered. They used the bill of sale to do this!
NEVER choose to live in a state that has personal property tax! They will screw you over just because you own a vehicle yearly!
