Any bank will accept your cashiers check.
Get the title at the time of transaction if possible.
You will pay taxes and registration fees where you live.
I would recommend talking to your local DMV to clear up any other questions.

Contact the state OMV in which the car is titled. Ask these questions to them. Do not give anyone money without walking out with a Bill of Sale, the Title and the vehicle.
