You don't think that those issues would fall under the umbrella of mental health?

One of the reasons drugs are illegal is because they're mind altering substances

It is. Only about a third of homeless are mentally ill, unless you consider addiction a mental illness.

The majority have social problems of addictions that don't allow them to live peaceably around others very long
