As we've seen, the dirtiest are at the top making the big decisions (which over time will only compound a culture within an organization). I'd imagine any of the Patriots who were at the top and/or pursuing higher power within were weeded out a long time ago when they were not willing to compromise their country.

I think the requirement to have a law degree goes back a long way.
Also, the FBI has been up to all kinds of sh—t for years; Hoover’s files, deals with the mafia ( Kennedy bootlegging, marcello’s Gambling, testers packing ballot boxes, etc). Thinking they were ever squeaky clean is a fallacy.

That’s how it works almost anywhere, especially in govt organizations. You don’t get there by being straight laced. You get to the top by playing the right games / politics
