Outside the NYC metro area, NY is a red state. Look at the county by county voting map from the 2016 election. Maryland and Vermont are up there, although both currently have Republican governors.

Outside of the Seattle metro, WA is a fairly red state. Same with Cali and the coast. I'd guess most states are pretty red outside of the major metros but someone has to be "most liberal".
