I don't think they were backed by investors at that time but are now. I'm pulling that out of my shitty memory, but that sounds right.

Correct. In 2016, they try to use Kickstarter to raise money from the public. That failed and they had to come up with another plan. They decided to find investors and that took awhile. They finally raised the money in 2018. It takes awhile to make a game, so they put a 2020 release date on it, but said there’s still a small chance it could come out in 2019.
