I actually agree with you here especially if you are talking about bond ETFs. They suck in the “risk-free” crowd; when interest rates rise OR when there is a big macroeconomic downtrend, they tank.
And yes, the “risk is volatility” definition is not fully accurate. Risk in the modern sense is the probability of failure.
