Never understood why people say this.

I was smiling in mine and have had no problems.

they say that because it is the state departments rule. It only recently started allowing small smiles.

They changed the rules with the emergence of facial recognition software. It’s much more accurate without a smile or glasses on you face.

Because it's a rule. As previously stated, fairly recently amended to include a "natural smile."
