I'd have to go back and look, but I believe this stemmed from an argument that military service should grant someone the right to vote under the hypothetical proposed in the original post. Volunteering for military service isn't the same as registering for the Selective Service System, and that wouldn't really apply to the argument that "if you're willing to fight for your country..." or whatever.
