1. you don't need a lawyer
2. whether it's true or not I once was told the reason you can go about 5 over is they are supposed to allow 2 mph error to the driver and 2 mph error to their gun
If he/she actually wrote 37 in a 35...you should very easily be able to go to court and say you were doing 35.
