Where are you located? You need to find one of the private tag and title places to help you out. No one at dmv is going to help you

Well actually. Just registered an antique car with some title issues last week. Couldn’t get help online or on the phone and went to LSP HQ on Independence Blvd. They have a section in the HQ Building NOT AT THE DMV and they had me in and out in 30 minutes.
