ETA: I will say I do agree partially that it's asinine to require license on how to arrange flowers, but I do think it is helpful to know the diseases and pests and properly handling to prevent those things.
LA's mechanism is through licensure, other states do other things which I'm sure is built into their taxing structure. So whether it the florist paying it directly or a gov agency that's has it built into their funding, the public is paying for it and the plants are being inspected.

You're missing the point of my response. Not pointless to do what you are saying, pointless to tie this to the Florist and charge them for a license. It has nothing to do with Federal inspections. It's a local money grab for the state. None of that money is used for what you are defending. None of it. The Feds are doing this already, get it now? It's just a annoyance for a mom and pop operation that just wants to sell freaking flower arrangements. It would be like licensing someone to mow grass. You have an occupational license for a business but don't have to be certified or licensed to cut grass.
