Manafort was charged with conspiracy to defraud the United States. There is no "collusion" law on record to charge him with.
Flynn wasn't charged with any of this because he chose to cooperate.

That McCarthy piece is weird. He also implies that pleading targets down in exchange for information on other targets is somehow against DOJ code.
