Horowitz only has jurisdiction over the FBI/DOJ.

He was appointed by Obama in 2012 and stonewalled quite a bit, especially when he wanted to look into Fast and Furious.

Horowitz, like Mike Rogers at NSA, have had a chip on their shoulder after witnessing corruption first hand.

The current investigation began last January, initiated by the Dems themselves to look into something or another about Hillary being treated fairly by the FBI.

Joke is on them. Horowitz has interviewed dozens of witnesses from the FBI and DOJ, has collected/reviewed over 1 million documents, and has a staff of several hundred at his disposal.

He is supposedly reviewing the FBI investigation into Hillary's emails, Weiner's laptop, the FISA applications, the Flynn interview, among other things. (lots of the drops/leaks over the past few months have been to prepare the public for what is assumed to be coming in the report. Think Strzok/Page texts, Flynn's FISA judge being recused, McCabe being forced out in January, the Nunes memo, etc)

With Sessions in charge of DOJ Horowitz has had help getting the documents and interviews he desired. He has faced resistance from the FBI to turn over stuff, but I believe he eventually got what he wanted.

His report, actually several reports, will be released in the next few weeks. He has no authority to charge anyone, that is where either Sessions or a special prosecutor come into play.
