If the pitcher is going to stare at the signs and then look over at 1st for 5 hours - then the batter has every right to call time and step out of the box.
Why should the batter have to be "frozen" in the ready hit position while the pitcher seemingly can stall as long as he wants.
If the batter is to be required to stay in the box then pitchers should be required to spend less than 10 seconds between pitches.
Both sides need to be accountable. But besides Nomar Garciaparra back in the day, the pitchers are mostly at fault to blame for the current state of affairs - not the hitters. Hitters aren't going to be on edge waiting for a pitch for 20 seconds...they are going to step out and regroup. Pitchers love to make hitters be on edge forever and wait, wait, wait for loss of concentration from the batter, physical readiness, mental fatigue, etc.
Pitchers shouldn't be allowed to dictate the pace of the game to their choosing. That's way too much power.
