State and city funds built it. Signed it over to USL for use and upkeep. Since it is a public university, the state still owns it.

My god you are an idiot. That is simply not correct.
Can you provide a link to prove it is not owned by UL?

And even if what you say would be true, that would mean that just about EVERY building at ALL state universities would be 'owned' by the state,.....including the PMAC @A & M @Baton Rouge......and not the universities. Jeesh.
Not to mention that old blueballsbengal was originally saying it is owned by the city. The possum fan base is one helluva of a group of 'special' stupid, I tell ya.
'And the Cajun Dome is owned by the City of Lafayette not UL.'
