I think saying you don't recall only works if you know you've never discussed the matter in question later with somebody else. If you say you don't recall but had later conversations about the same material then you've still got a false statements problem.

Pleading the 5th avoids criminal liability but the investigators are likely to start looking for your crimes.

Pleading the fifth is really not advisable for a gov't official. However, it is always acceptable to say I would like counsel present.
