You might wanna read-up on how it's actually done ... it's a whole different thing than the mess happening in D.C. right now.

The state level stuff going-on surprised me ... especially New York.

Anyways, lots of good stuff in the thread so far ... I've already learned a few things and this thread has made me think of some things I'd not considered before.
