Shooter enters school. Starts shooting.
School activates alarm. Teachers lead students to shelters.

The shelter that is referenced in the article will go in every classroom; however, that doesn't protect the kids if the shooter waits until lunchtime, when school is letting out, or from the shooter pulling the fire alarm and shooting everybody that exits.
