I thought that was a reference to the burnings between 1984-87? The reconciliation report made no mention of that, and of the 18 murders she was accused of, all relating to the soccer team Mandela United, most of the victims, going by their names, were black, save for the notable exception of Paul Verryn. From my recollection, all the assaults took place between 87-89, before Nelson Mandela was released from prison. He divorced Winnie shortly afterward. The reconciliation interview took place in 1996 or 1997, after the divorce, and from the records, Nelson's name does not come up in relation to the killing, though Winnie had every incentive to implicate him.

This is my understanding as well.
