Makes sense for England and Spain and maybe Italy. 4th in Germany is typically a Europa level side though.

Most the time they make it through the qualifying round.

4th in Germany this season is going to be one of Schalke, Frankfurt, Leverkusen, Leipzig or Monchengladbach. At least three of those are Champions League group stage teams on a regular basis.
All four countries usually have deserved teams in their top-four. France gets dicey past three, and sometimes its third is a wild card.
