What's the problem here? you have to clear a right away to lay a pipeline down.
Just quit throwing the cypress trees on the ground creating "debris". i'm pretty sure many people would take those trees trunks off their hands.

A lot of companies mitigate erosion by leaving felled trees and subsequent slash/chippings on open ground until grubbing, trenching and final restoration take place. Its actually a reasonable practice and permitted by most regulating agencies.
That being said the slash/chippings appeared to have maybe floated away after some rain events in this case. Nothing is allowed outside of the permitted workspaces and this is probably a non-compliance issue and a fine for the contractor.
