Here is the secret:
In 99.999 percent of job postings, one of the following is true:
1) They already have the candidate picked out, but regulations require them to post the job. Whoever said "Rooney Rule" is 100 percent correct. The posting is an absolute farce.
2) There is no actual job at all... they are simply wanting to get resumes on hand so they have a pool to choose from in the event a position does open in the future. However, after so long, the resume pool becomes stale, so they have to throw it out.
Getting a job from fedgov is no different than anywhere else. Network, network, network.
