They are implying that returning fire with a pistol would be so slow that the rifle would always win. If the guy with the pistol got a clean shot at the guy with the rifle, he could shoot his rifle and overcome the pistol shot, just because the velocity of the rifle was that much greater.
I guess they think all altercations are in the form of a duel. Lol
