FBI gets hundreds of tips. They do not have the man power to investigate every tip.
They should have turned it over to local police. It sounds like they were already familiar with him.

They did investigate, the kid was clearly dangerous having been expelled from school and possessing an arsenal of weapons and ammunition. He stated his intentions.
If this report is correct, he was reported multiple times. The FBI appears to be highly incompetent

Seems like two different tips about the same guy here.
In addition to:
-Banned from wearing backpack on campus
-Expelled
-Stated “professional school shooter”
-checked all the boxes for legitimate threat when you visit Instagram page
