Respectfully, it absolutely does, and has all throughout history. While criminal laws and subsequent punishments do not totally eliminate evil/criminal behavior outright, they absolutely act as a deterrent. In other words, just because criminals exist does not mean that criminal law and punishment does not work. This is just one example of legislation effectively dealing with the not-so-great parts of human nature.
