Notice how the "no votes were changed" disclaimer came at the end of the article. Typical headline tricks -- they know the average ADD American ain't gonna read the whole article.

That and not naming the "successful" ones? Out of 21 "an exceptionally small number were successful"? What is that number and what constitutes "successful"?
Is that number somehow classified?
