Just for further clarification:
If a team gets to the bonus (7 fouls) with 12 minutes left, they are shooting free throws for the rest of the half. That is your endless barrage of free throws.
Under the new way, a team would reach the bonus in the quarter two fouls quicker (5 fouls), so they would begin to shoot free throws sooner on the front end. However, once the new quarter starts, there would have to be 5 more fouls committed to reach the bonus again. This nets you three less trips to the line PER TEAM on non-shooting fouls.
If you made the bonus number 6 fouls per quarter, it would net you FIVE less trips per team on non-shooting fouls. Personally, I like this way better.
ETA: This is not some sort of revolutionary idea. I believe it is exactly what the women's game is doing currently. I'm just explaining the reasoning and benefits of it.
