It's a major flaw with TOPS. Taxpayers are basically subsidizing other state's work forces.

Sure, but if TOPS continues to be in place, it becomes the state’s responsibility to provide economic opportunities with those that are upholding their end of the bargain and graduating college. This way the state at-least puts itself in a position to get a return on that investment.

I’m not a fan of TOPS, but Louisiana needs to provide opportunity for those graduating or our educated will continue to seek opportunity elsewhere. Can’t blame them.
