A college grad with no experience has nothing to offer, there are more entry level jobs in Texas no doubt.

It's a major flaw with TOPS. Taxpayers are basically subsidizing other state's work forces.

Most of the "white collar" types move out of Louisiana because of shame and because splash is pretty much the only bar for them in Louisiana
