I imagine they will try to collect retroactive taxes only on those big spenders, mostly businesses. The timing makes me think this is a scare tactic to get people to report such purchases on their 2017 tax returns.

Not sure about individuals, but if a business buys goods out of state and brings them back to La, do they not owe a "use" tax?
