Not really. When it comes to social programs (which is a fundamental necessity for the social liberal because they see government as the great equalizer) the fiscal conservative is going to want to make sure anyone enrolled actually meets the criteria while the social liberal will believe whatever limits there are on such programs are inadequate and need to be expanded.
I'm a fiscal conservative and social libertarian so the smaller program with strict criteria falls within the framework of both philosophies.
