I have the same problem due to ankle mobility. Used to go with 5 lb plate under heels. But best solution was to get shoes like the Adidas Adipower, and now I can go parallel.

What kind of squat? High bar or low bar? If high bar, go shoulder width in stance, flex your butt and let that turn your feet to the correct position, now break at the knees and track your knees over your feet.
If low bar, ankle and hip flexibility might be the issue.
