Or they could lie their assess off to get elected and have no incentive to at least appear to deliver on campaign promises?
Also- then you create king maker special interests. Without any name brand incumbents that can get re-elected on recognition/reputation, it devolves into a repetitive battle royale of upstarts looking for any way they can to build a war chest
