I've never seen and entire department in full tactical gear. I have seen police in shorts riding bikes talking to the community and having festivals to get to know the community.

You are correct it's simple math in this situation, but getting rid of 12 percent of the population in order to end the negative police/civilian interactions will be a huge undertaking.
