I not 100% sure, but if you try to sand off just the clearcoat (which is damn near impossible) and sand on metallic paint, it loses it's "sparkle" because you smooth out the metal flakes. If it's possible, they may just be able to spray clear over it.
I just started painting for fun, so I'm no expert.
And just because the liftgate is peeling doesn't necessarily mean it will peel on the whole vehicle. I've seen many cars/trucks where just the hood, fender, bumper or roof will peel.

It’s an 04 and in great shape besides this. I’m not ready to just mail it in on the cosmetics just because it’s old. I’m going to be driving it until the wheels fall off.
I've got a 2005 Nissan Titan that this is happening to in multiple spots, but mostly on horizontal surfaces. It seems to bubble up really fast after wet leaves have fallen on it and the sun comes out. I've started to try to keep the leaves off of it, and it seems to have helped.
It looks like shite, but I've only got 94,000 miles on it and it runs like a champ.

Also another problem with peeling clearcoat is, the exposed paint underneath it has no UV protection. Only the clearcoat has UV protection, so the exposed paint will fade and not match the paint where the clear didn't peel off.
It really pisses me off that auto manufacturers can't get this shite right. And for the record, I've seen it on pretty much every brand.

I’m at 199 on this one.

its from old age, the clear coat fails first.
if you want it to last, then you need to sand it down to remove clear coat all the way down to the color paint and then have it re-clear coated. it will look new again and stay that way for another 10 years minimum.
its not as expensive and getting a new paint job but it will cost you a chunk of money, you just have to decide how much you really care about how it looks and how long you plan on still keeping it

The Bowtie on the hatch means you should tow it to the nearest junkyard and get your $200 for it

Same exact thing happening to my 04 Escape. 245k miles. Still running great.

You can repair yourself.
There are several places online that will mix your exact paint color in an aerosol can.
You can also get their clearcaot with a hardner capsule inside you break and mix before you spray the clear on. like this place
Tape everything off and sand and prep your hatch. Spray and clear . if you can take the hatch off even better!
The aerosols are not cheap this way but way cheaper than body shop and with the hardner in the clear you end up with an excellent job for an at home.
YouTube it. They are way better than buying the fricking duplicolor shite.
Or if you have a compressor go to a paint store and start asking questions. Spraying isn't rocket science and you have an old vehicle to learn on. It's a blast!
