If that's the case, why did those headwinds affect Kansas disproportionately compared to adjacent states? Nebraska has a similar economy and demographics but isn't mired in an existential budget crisis.

Don't know Nebraska budget numbers but their job creation was better despite a smaller labor force. Brownback's popularity went into the tank after this (a bit like Jindal's fiasco).
