Maybe. Maybe not. Imo. If they recovered some crashed tech, and they can barely understand what they're even looking at, how much are they going to improve the tech? According to some of the folks that have spoken on these matters (I'm thinking specifically of Bob Lazar and David Adair), they employ scientists to study this stuff and they can barely even make sense of what they're looking at.

They've obviously gotten the stuff to the point they can use it by now, but I don't see them really improving on technology that was clearly developed by a much more advanced civilization.

And even if they developed this stuff right here from scratch themselves, at a certain point you aren't gonna need to improve on technology that is already seemingly godlike.

But otherwise, I totally agree that the entire phenomenon is likely to be a mixed bag of people involved. I think we have our own very fancy technology, we get visited by people from other planets, and we also get visited by people from other dimensions/timelines.

What's funny is that on top of all this, I also think there is a type of "energy" out there that is very similar to what, in Harry Potter parlance, is called a "Bogart." A type of pure conscious energy that can manifest itself according to whatever is in the mind of whoever happens to be perceiving it. Sometimes it can make itself appear to be a sasquatch, while at other times it can make itself appear to be a gray alien.
