The base(s) of this thread (from very reputable outlets) are Pentagon disclosed project reported on by the New York Times and a massive amount for unaccounted money.

The other speculation has spun off trying to discuss these things. Most who drive by (likely domain dependent folks) and critique have clearly not read the thread in its entirety as it crosses over many domains.
