If you want internet service classified as a Title II utility, CALL YOUR REPRESENTATIVES IN CONGRESS AND TELL THEM SO. It's amazing how many people were placing their steadfast hope and trust in the damned FCC, a 5 person unelected agency board that the SCOTUS has expressly recognized as a political body that shifts with the prevailing winds of power.
