Actually a pretty interesting question. Driverless cars in general are going to change a lot about the world in areas all the way from infrastructure spending and standards, car manufacture regulations and the civil and criminal justice systems. Exactly how the landscape changes remains to be seen with how exactly the technology evolves in between now and when these cars are in mass use and these issues actually begin to arise. I'd imagine specific to your question it is something that state and federal legislature will have to examine depending on the level of control one can have over the vehicle when it's in "driverless" mode or otherwise.
