They do prescribed burns in Cali but the time frame to do them safely is short.... 2 to 3 weeks a year. And doing burns around developed areas takes a lot of manpower which often isn't available. The problem this year is Cali got a lot of rain earlier this year which caused a lot of plant growth which is now fuel. Add in that the Santa Anna winds this year have been some of the strongest on record and its a recipe for hades.
