Sometimes I've seen where brands will do giveaways. My cousin's husband posts stuff now and then with crazy tags on it. Some promotion where if you tag it within a certain period, usually a week/month etc they will select a random winner at the end. Or select a few pictures posted and let people vote on the picture.

When I see those, and enter, it's always me having to tag 2 friends, like the page, and like the post.

Instagram only exists because of #'s and @'s
If not for them then no one would be able to publicly search for things that interest them (#downvotes for instance)
So when people tag their posts it creates a web that links a bunch of similar content (all done by the users) so people can find more of what they like.
