It is part of the statute that establishes the special counsel and gives him legal authority to conduct an investigation. Please try harder. Im still waiting for a valid argument, not just an emotional because he’s unhinged argument.

No, it is not part of the statute. In order for it to be part of the statute congress would have had to pass it with the President signing it into law. Regulations are NOT passed by congress. The presidents authority is derived from the constitution which Trumps a regulation. Please go to law school before practicing law.
