Exactly. Almost everyone agrees it was at least good. The argument is "does it belong among the best ever?"
With Interstellar, there are people (not me) who seriously argue that it has multiple major flaws tgat detract from the experience and was an overall mediocre film. It's WAY more controversial than almost universally loved Inception.
