Elephant numbers in protected areas have in the past gone so high that the govt had to go in and slaughter entire herds. The can totally transformed an ecosystem. Of course in neighboring countries where sport hunting was not allowed the poachers decimated the elephant herds.

It is simple. Things of value get protected. Take away the value and the get plundered and nobody lifts a finger to stop it.
