I can't tell if this is joking or what.

He is saying that he can prove that they are lies, likely meaning he wasn't even where these people said this happened. Now, I don't know if it's true or not, I don't even know who this guy is, but at the same time, you don't hear any of these guilty people saying they can price it didn't happen.
